Pyithu Hluttaw approves motion urging government to raise livelihood of ethnic people

In the final agenda of the Second Pyithu Hluttaw’s tenth regular sessions 16th   -day meeting held yesterday, the Hluttaw approves a motion urging the Union Government to draw up and implement a plan to raise the livelihood of ethnic nationals living in far off and remote areas.

Question and Answer session

The first agenda of the meeting was the question and answer session where the first question was raised by Dr. U Saw Naing from South Okkalapa constituency. He asked if there is a plan to construct a new office building for the township immigration department as the present building is quite old and deteriorated. Union Minister for Labour, Immigration and Population U Thein Swe said the ministry is annually requesting fund to renovate or construct new offices for its old and deteriorated office buildings. In the fiscal year 2018 (April to September) budget there was a department wise budget limitation as well as budget cuts so there was insufficient fund to conduct renovation or construction of all offices. Once there is sufficient budget, renovation and construction works will be conducted as per priority said the Union Minister.

Similarly questions raised by U Than Lin Lin of Meisei constituency, U Wom Hla of Nanyun constituency, U Aung Thaung Shwe of Buthidaung constituency, U Khin Maung Myint of Yaksawk constituency, U Lar Mar Lay of Hsawlaw constituency and U Aung Soe Min of Ywangan constituency were answered by Union Minister for Labour, Immigration and Population U Thein Swe and Deputy Minister for Border Affairs Maj-Gen Than Htut.

Discussion on Pyithu Hluttaw Judicial and Legal Affairs Committee Report

After the question and answer session Pyithu Hluttaw Judicial and Legal Affairs Committee Report was discussed by U Wai Hlaing Tun of Pathein constituency, U Lama Naw Aung of Injangyang constituency, Daw Khin Than Nu of Mindon constituency and Daw Wint War Tun of Shadaw constituency.

Committee Chairman U Aung Tin Lin provided explanations to the discussions and Committee member Daw Khin Sandi tabled a motion for the Hluttaw to approve the report. Pyithu Hluttaw Speaker U T Khun Myat obtained the decision of the Hluttaw and approved the report.

Discussion on Pyithu Hluttaw Electricity and Energy Development Committee Report

This was followed by U Sai Thant Zin of Hsipaw constituency and U Myint Kyi of Katha constituency discussing about Pyithu Hluttaw Electricity and Energy Development Committee Report.

Committee Chairman U Kyi Moe Naing provided explanations to the discussions and Committee secretary U Soe Myint @ U Aung Zaw Myint tabled a motion for the Hluttaw to approve the report. Pyithu Hluttaw Speaker U T Khun Myat obtained the decision of the Hluttaw and approved the report.

2nd Amendment Bill to Union Civil Services Board Law submitted to Hluttaw

Next, 2nd Amendment Bill to Union Civil Services Board Law was submitted to the Hluttaw by Union Civil Service Board Chairman Dr. Win Thein.

Bill Committee member Dr. Wai Phyo Aung read the committee’s report on the bill and Pyithu Hluttaw Speaker announced for Hluttaw representatives who want to table an amendment motion to register their names.

Afterwards a motion urging the Union Government to draw up and implement a plan to raise the livelihood of ethnic people living in far off and remote areas tabled by U Ar Moe Si of Khaunglanphu constituency was discussed by Daw Khin Hnin Thit of Padaung constituency, Tatmadaw Pyithu Hluttaw representative Maj Lwin Maung Soe, U Kyaw Aung Lwin of Se-doktara constituency, U Lar Mar Lay of Hsawlaw constituency, Dr. Daw Khin Sithu of Loikaw constituency, Daw Nan Moe of Mongton constituency, U Kyaw Gyi @ U Ohn Khin of Minhla constituency, Dr. Daw Pyone of Indaw constituency, U Maung Myint of Mingin constituency, U Sai Kyaw Aung of Kehsi constituency, U Sein Aung of Paletwa constituency, Daw Ni Shwe Hlyan of Thantlang constituency, U Oo Tun Maung of Ponnagyun constituency, U Tin Nu @ U Tin Nu Aung of Manaung constituency and U Yan Kyin Kan of Kunlong constituency.

In discussing the motion Deputy Minister for Border Affairs Maj-Gen Than Htut said the ministry has been drawing up and enacting laws to raise the livelihoods of ethnic people living in far off and remote places. At the same time a Central Committee to implement the development of border areas and ethnic people formed with Union Ministers and State/Region Chief Ministers led by State Counsellor Daw Aung San Suu Kyi is continuously implementing development of ethnic nationals and border areas. Therefore the Deputy Minister discussed for the motion to be put on record.

As the Hluttaw representative who tabled the motion still sought the approval of the Hluttaw, the matter was put to a vote. There were 212 for, 137 against and 2 abstaining and the motion was announced as approved by the Hluttaw.

The Second Pyithu Hluttaw’s tenth regular session will hold its 17th -day meeting on 20 December, it is learnt.
